Advice & Resources

Advice for services on making nicotine vaping products available.

National Centre for Smoking Cessation and Training (NCSCT) resources

Produced in consultation with the Office for Health Improvement and Disparities (OHID), this document supports English stop smoking services to make e-cigarettes (vapes) available to their clients.

It outlines the evidence for providing e-cigarettes as an option for clients alongside licensed stop smoking medications such as nicotine replacement therapy (NRT). The document also addresses common cited misconceptions and concerns about vaping, and offers a checklist for issues to consider when deciding how your service will provide clients with access to vaping products.

Until recently, research into the effectiveness of e-cigarettes within local stop smoking services was lacking.

This briefing provides a summary of the findings from the Trial of E-Cigarettes (TEC) research project that was carried out in stop smoking services in London, Leicester and East Sussex. The briefing also includes recommendations for stop smoking services on providing starter packs, and questions and answers on some of the key issues.

NICE Guidance

The National Institute for Health and Care Excellence (NICE) guidance on “Tobacco: preventing uptake, promoting quitting and treating dependence” (NICE guidance NG209, 2021) includes advice on the use of e-cigarettes to help people to stop smoking or reduce their harm from smoking.

Nicotine vaping in England evidence reports

The independent evidence report, Vaping in England: an evidence update including vaping for smoking cessation, February 2021 commissioned by Public Health England finds that there is strong evidence that nicotine vaping products are effective for smoking cessation and reduction. Combining vaping products (the most popular source of support used by people making a quit attempt in the general population) with stop smoking service support (the most effective type of support) should be an option available to all people who want to quit smoking.
